INTRODUCTION The Plantmix Asphalt Industry of Kentucky (PAIKY) is a statewide trade association representing the interests of the asphalt industry. The association office has received numerous calls this year for a sample specification for hot-mix asphalt in private and commercial applications. For this reason, the PAIKY Technical Committee has developed this document as a sample specification to be used for hot-mix asphalt paving. The specification is targeted at low volume applications such as residential developments, office parks, school parking lots, and commercial/retail developments. Contact the PAIKY office for guidance on mixture and binder selection for high stress applications, intersections, ESAL loads greater than 300000, or heavy truck facilities.
BACKGROUND The specifications produced by architects and specifiers have traditionally referenced the latest edition of the Kentucky Transportation Cabinet’s (KTC) Standard Specifications for Road and Bridge Construction. Most contractors are now producing Superpave mixtures for state projects and some continue to produce Marshall mixtures for private and commercial work. Other contractors may strictly produce Superpave mixtures based on their location and workload. It is important to note that Superpave was developed for high stress and high traffic volume applications (interstates, parkways, collector streets, etc.) and not necessarily intended for residential streets or commercial parking lots. Asphalt mixtures designed using Superpave rely more on stone-on-stone contact and are generally much more coarse and open graded than the dense Marshall mixture. Some of the Superpave mixtures do not result in the surface texture desired for private and commercial applications. Both design systems (Marshall and Superpave) will result in a durable and long lasting pavement when properly constructed and maintained. In developing this specification, the PAIKY technical committee has tried to specify mixtures that have the dense surface texture desired in these types of applications. For this reason, the specification allows the use of dense Marshall mixtures utilized in the state for many years. The specification also allows for Superpave mixtures with some special provisions to allow for a fine-graded, dense, and visually appealing mixture.
